A huge driver or reinforcer of silo's is the way we are measured. Many times I have seen leadership frustrated at silo behaviour, only to point out that the KPI framework being used rewards the local over the global. Often the response is ignore the metrics and "do what is the right thing to do" - harder than you think if your annual bonus is hard coded to the metrics. As Heather points out we need to reinforce and reward collaborative behaviour. A key driver are metrics or targets that span silos - I have even seen an example of groups swapping metrics: one organisation sales people on inventory levels and inventory managers on sales forecast accuracy - novel but definitely made for some good cross functional awareness and outcomes.

The answer to overcoming silos in an organisation lies on the type of leadership. Conducting regular meetings during which time staff share happenings in their respective sections/departments could help in minimising people working in silos, as every staff would get to know activities taking place in the organisation and support them. In addition, a leader should strive to treat all staff equally. Further, employment of staff should be based on merit.
