Irreversible change (i.e. cooking) is a great metaphor, and you ask a wonderful question that both consultants & clients should ponder & answer.

The leader changing behaving as you described is, to quote Gandhi a great example of “Be the change you want to see in the world.”

If the leaders don't have the courage, the integrity & the common sense to "walk the talk" then how can possibly expect people to make the change?
